The most important facts at a glance

Since 2022, three care reform packages with around 45 measures have been launched in order to

  • improve the situation of people in need of care
  • relieve the burden on caregiving relatives
  • strengthen the nursing profession and
  • to promote training.

The Care reform package I of May 12, 2022 contains measures that improve the position of employees in the care sector, trainees, those affected by care and their relatives.

  • Part 1:

    A new model is being developed to improve the working conditions for employed childcare staff.

    Part 2:

    Home visits

    Home visits by qualified healthcare and nursing staff are extended to up to 4 visits per year.

    Supervision & E-learning  

    In future, 24-hour caregivers will be offered free supervision and multilingual support. E-learning-can take advantage of these services. This should ensure and improve the quality of care.

    Transparency in billing

    A care agency can charge a fee for processing the invoices. To make billing easier to understand for care recipients and caregivers, there will be standardized guidelines in the future.

  • In future, care leave or family hospice leave should also be possible for the self-employed. A model is to be developed so that they can also receive care leave allowance. This legal entitlement already exists for employees.

  • In future, parents and caregivers will have a legal entitlement to care leave and to receive care leave allowance for a total of four weeks if their children need rehab. This should help children achieve their rehab goals.

  • You receive the relative bonus, also known as the care bonus, if you provide most of the care for your relative yourself.
    From 2024, insured or self-insured carers will continue to receive 1500€ per year under certain conditions. Other close relatives with lower incomes, such as pensioners, also receive the bonus. In future, the person entitled to care no longer has to live in the same household as the person in need of care. The regulation will apply from July 1, 2023.

  • Date extension

    In future, you will be able to use the free counselling service for relatives more often. Instead of the previous 5 appointments, you will have 10 appointments per year in future available.

  • The use of nursing staff for care allowance assessments as part of applications for an increase in care allowance has proven its worth. For an initial assessment, a doctor usually visits the person in need of care at home. In future, qualified nurses will also be able to carry out this task.

  • Broad information measures will be implemented in the future to Young Carerschildren and young people who are carers. In addition, existing support and information services, such as the "Young Carers Austria App" should be made aware of this. Adults, such as teachers, should also be made aware of the situation of these children and young people as part of the information measures.

  • Financial support

    A substitute carer is used if, for example, you are ill, taking a cure or on holiday. From now on, caregiving relatives are entitled to financial support for replacement care after just 3 days. Previously, this was only the case after 7 days.

  • In future, the increased family allowance will no longer be deducted from the care allowance. This means that those affected can now receive 60 euros more per month.

  • Entitlement and application deadlines

    In future, caregiving relatives will have 3 months legal entitlement to care leave or part-time care leave. Previously, this only lasted for 1 month. However, the legal entitlement must be set out in a collective agreement or a company agreement. In addition, the deadlines for submitting applications have been extended.

     

  • Financial support

    Caring relatives will receive financial support for care training courses in future. If you attend a care course, you will receive an allowance from the support fund for people with disabilities.

  • The hardship supplement increases for people with severe mental disabilities or dementia from 25 to 45 hours per month. This means you have more money available for the care and support you need.

The care reform package III was presented in May 2024 and covers all areas of nursing and care. The measures are aimed at qualified nursing staff, social care professions, 24-hour care and caregiving relatives.
