Risk of poverty or social exclusion

  1. Someone is at risk of exclusion if
  2. they are close to poverty because of insufficient income,
  3. they are unable to pay for essential goods or services, they or other people in their household work very little, if at all.

This makes participation in society more difficult. A person at risk of exclusion is often unable to afford a vacation or certain training, for example.
